They have no good experience/knowledge in dealing with upcoming international students

Overall
I am a scholarship holder from my country. They told me I can’t register for accommodation unless the TUITION FEES (not even a deposit) were paid before May 31st. I told them that I have an official scholarship letter from my GOVERNMENT. They still told me that my place would drop if I don’t pay. The scholarship (normally) requires me to register at university as a student before they pay. KTH put me in a very difficult situation. How come a university which wants to become international does not know how to deal with international scholarship holders as every other university in the world does?
