The NTU and Shi Da Universities in Taipei provide an enjoyable environment for foreign nationals. I like the night markets in Taipei and in particular the Shi Da night market. I also enjoy some of the belgian beer bars in the area.

Final comments
I recommend Taiwan as a nice intermediary between Chinese and Western cultures. The Taiwanese are extremely polite and hospitable to foreigners.

Course recommendations
For studying Chinese, the ICLP (international chinese language program) was a good choice. It is a bit expensive though and I hear that the Taipei Language Institute is cheaper and offers the same quality of instruction. They claim to offer many courses in English, but this is not really true and their international graduate programs were sub par.

Taipei is an international city with lots of English-speakers. Therefore, finding practice partners can be difficult when your language level is not yet conversational. However, there are many opportunities for language partners and if you can find an earnest local that is an effective way of learning slang and other non-classroom language.
