In Germany the student is left to choose which courses they want to take. There is a specific number of places and once the list is full, that's it. It is on a literal first-come, first-serve basis.
Professors and tutors have very few hours allocated to see students and so it can be difficult to see them in a face-to-face situation. Messages, however usually receive replies fairly quickly.
There are hundreds of courses available, and as an Erasmus student, you can choose whatever you want, as long as you feel that your language is up to scratch!
