Locally the zaoyang lu area near to the crossing of jinshajiang lu has a fantastic choice of cheap local eateries and chinese bars. Slightly further away (a very short cab ride) is zhongshan park area where there is a western-style shopping mall and all sorts of local amusements

If you haven't enough money, it's better to live on the campus because it's cheap. You can meet some foreign students. But if you are far of you home country, you have to be near occidental people like you because the chinese culture is particular.
