I think New Zealand is a good place if you want to improve your English. Although it's language-wise not as good as in the UK for example, you get used to many different accents which might be helpful later on!

Final comments
Use the SLC (student's learning centre) extensively. They will help you in a lot of academic matters! The membership fee is already paid for you by the international office.

There's an official agreement between New Zealand, France and Germany which states that German and French students have to pay domestic tution fees only, if they study on postgraduate level in New Zealand. This is a discount of approximately 66%, depending on your courses! Also save enough money for travelling, it's nearly impossible to get a work permit.
