If returning, I would choose: On campus
Why?
Because I believe it is the best way to get to know American students - how they really are. However, I only had American students as neighbours and shared appartment with a girl from Nigeria and a girl from China, which was really challenging, but also a great experience, when we found out why we act and react so differently to things. So quite a culture shock! Luckily I ended up with a deeper understanding of the two cultures (+ the American culture - if you can say there is only one).

Personal comments
I recommend to other international students that they choose to live on campus even though it takes a while with the shuttle to get down to campus, but it is a great opportunity and expericence to try to live with different kind of people.

I had a great time at Bloomsburg university. The accomodation was very nice. It was a bit hard to share my room with an American guy sometimes because he played on the computer till late in the night...
