The student housing is extremly expensive, and the rooms are all shared, what yields a loss of privacy and a lot of diversion.

The on-campus housing is clean and close from the university, but the space is very small relative to the price paid. Houses and apartements around the university are relatively cheap and easy to get.

It's cheaper to stay in a rented apartment than on CMU campus.

Personal comments
The university housing at CMU is mainly for undergraduate students and is quite exhorbitantly priced. Otherwise, Pittsburgh has a decent cost of living, and you do get nice apartments to rent close-by, which is within your budget.
