If you make the effort to learn the language, you can do it but if you prefer to speak only in English, you can do this as well. Naturally, what you put in is what you'll get out.

It was a perfect setting to learn the language if that is what you wanted to do. All staff and faculty are bilingual so we always knew we could speak in English if we needed to.

I came here to study and learn Spanish which was impossible since everybody speaks English all the time. It sucks. After a year I did not improve/learn Spanish at all, that's because I did not continue at this university

Although there are courses taught in Enlgish, there are courses taught in Spanish as well. You have many oppertunities to practice speaking the local language.
