I did not need the local language as local people (especially young ones) are quite fluent in English. Thus I experienced hardly any problems.

Portugal is less expensive than Italy. Housing cost the same since Trieste isn't very expensive either.

Everything else was cheaper there than in Finland except night life - especially if you go out 4 -5 times per week and you drink
